These legal frameworks establish minimum requirements for worker safety, including obligations relating to safe working conditions, provision of personal protective equipment, and reporting of workplace accidents. PEC-registered construction firms are additionally bound by the professional obligations of PEC registration, which include responsibility for the safety of construction operations. 

In practice, enforcement of construction safety legislation in Pakistan is variable, and many sites operate well below the minimum legal standard without consequence. Safety Planning: Before construction commences, a site-specific safety plan is developed that identifies the principal hazards associated with the planned works, the controls that will be implemented to manage these hazards, the emergency procedures to be followed if an incident occurs, and the responsibilities of all parties for safety management. 

Safety Induction: All workers and visitors entering the site receive a site-specific safety induction before commencing work. This induction covers the site rules, the identified hazards and controls, the emergency procedures, and the location of first aid and emergency equipment. 

Personal Protective Equipment: Appropriate PPE is provided to all workers and is consistently worn. At minimum, this includes hard hats, safety footwear, and high-visibility vests. Work-specific PPE harnesses for work at height, gloves and eye protection for relevant tasks, respiratory protection for dusty operations is provided and used. 

Regular Safety Inspections: Site management conducts regular safety inspections to identify and address unsafe conditions and behaviours before they result in incidents. Findings are recorded and remedial actions tracked to completion.

Working at Height: The Highest Risk Activity

Falls from height consistently account for the largest proportion of fatal construction accidents globally, and Pakistan is no exception. In Karachi’s multi-storey residential and commercial construction, working at height is a near-constant activity scaffolding erection and use, formwork installation and striking, facade and roof works, and services installation all routinely involve work at heights that are potentially fatal if a fall occurs. 

Reputable construction firms manage the risk of falls from height through a hierarchy of controls: eliminating the need to work at height where possible through design or alternative working methods; using collective protective measures such as edge protection, guardrails, and safety nets where working at height is unavoidable; and using personal fall arrest systems (harnesses and lanyards) where collective protection cannot be provided.

Excavations must be supported to prevent collapse.
